Bye-Law No. 1

ANNUAL SUBSCRIPTION

The Annual Subscription for Ordinary Members will be due on 1st January and becomes overdue after the end of January  of the current year.  Members are reminded of Fasal 24.1 of the Perlembagaan Persatuan Senior Golfers Malaysia which reads:-

“Seseorang Ahli yang belum atau tidak menjelaskan yuran tahunannya pada 31hb Januari tidak boleh mengambil bahagian dalam apa-apa aktiviti Persatuan dan tidak boleh menikmati segala kemudahan dan keistimewaan sebagai Ahli sehingga dia membayar yuran tahunannya.  Ahli tersebut juga tidak layak menerima apa-apa notis mesyuarat atau menghadiri mesyuarat Persatuan.”

Under Fasal 24.3 “Seseorang Ahli yang tidak membayar yuran tahunan bagi dua tahun berturut-turut, namanya akan dikeluarkan dari Daftar Ahli dan dengan itu dia dengan serta merta terlucut dan terhenti menjadi Ahli.”

Bye-Law No. 2

MEMBERS’ CODE OF CONDUCT

The Committee under the powers contained in Fasal 29 of the Perlembagaan Persatuan Senior Golfers Malaysia hereby makes the following ‘Code of Conduct By Law’ which is applicable to all Members of the Society.

a) Members who take part in any of the competitions, matches, tours or other functions organized by the Society must project the good image and maintain the esprit de corps of the Society.

b) All Members are required to give the Captain of the team, or in the case of a tour, the Group Leader, their support and co-operation.

c) Whenever a tour is organized by the Society, the Executive Committee will nominate a Group Leader and those in the tour group are required at all times to adhere to the instructions given by the Leader. 

d) At all international events, Members in the team and officials are required to abide by the Society’s dress code.

e) When on a tour the instructions and announcements will only be issued/made by the Group Leader or the Deputy appointed by him.

f) At each location where arrangements have been made to play golf, the group will tee off based on the draw made by the Group Leader/Deputy Leader.

g) Whenever Members on the tour are required to pay any other fees, it is incumbent on them to pay the fees as directed by the Group Leader/Deputy Leader.

h) Any infringement of Bye-Law No. 2 may result in disciplinary action being taken against the Member concerned. The Executive Committee if it deems necessary may appoint an Enquiry Sub-Committee to conduct a formal enquiry to consider the complaint and make specific recommendations. Fasal 25 (Penggantungan dan Pemecatan Ahli) of the Perlembagaan Persatuan Senior Golfers Malaysia gives the Committee the power to take such disciplinary action as it considers necessary.

Bye-Law No. 3

INTER-CLUB MATCHES

1. The selection of participants  in the Inter-Club matches will be based on the following procedure:

a) A Member who has played in fewer inter-club matches during the preceding twelve months will be given preference over another who has played more.

b) If both have played an equal number of matches where the Society acted the hosts during the period, then preference will be given to the one who has traveled further for these matches. Distance will be calculated from the players’ homes.

c)  If they are still equal at this stage, then the ‘first come, first served’ rule shall apply.

d) If both applications have been received at the same time then the Member with the lower handicap will be selected.

e) Not withstanding the above, the Captain has the final say on the selection.

2. If a place is applied and offered and refused it shall be so noted in the record and he shall be given lower priority for future selections. 

3. A record of Members participating in Inter-Club matches will be maintained by the Secretariat.

4. Members selected must wear t-shirts with SGSM Logo.

5. Any member who fails to turn up (absent ) without good cause for the Inter-Club match or not abiding with the above rules shall be suspended for the following two (2) Inter-Club matches.

6. The match fee for all inter-club matches will be decided by the Society. This fee  will be paid by all participants whether the Society acts as the hosts or guests. The fee is partially to cover for green fees, breakfast, lunch, ball-sweep and buggy rentals for both our players and the guests. 

Bye-Law No.  4

ASSIGNMENT OF HANDICAP

1. This bye-law shall be known as the Assignment of Handicap Bye-Law.

2. In this Bye-Law

a) ‘Tournament’ means the SGSM Annual Championship, Regional Championship, Anniversary Championship, Council’97 Trophy, President’s Trophy, Super Seniors, Merdeka Tournament or any other competition which the Tournament Committee may from time to designate as a Tournament for the purpose of this Bye-Law.

b)  ‘Tournament club handicap’ means the current handicap given to a Member by his home club or handicap as assigned by the Tournament Committee. All Club handicaps shall be in accordance with the National Handicapping System (NHS).

c) ‘Tournament Committee’ is the committee appointed by the Executive Committee to organize a Tournament.

3. Handicap Assignment Table

a) In any Tournament a Member who over a round of 18 holes returns a nett score which is below his playing handicap shall have his handicap allowance reduced in accordance with the following table:

b) In any Tournament a Member who over a round of 18 holes returns 39 Stableford points or more shall have his handicap allowance reduced in accordance with the following table:

4. The handicap after the reduction as in item 3 shall be known as the ‘Assigned Handicap’.

5. A Member who has been assigned a handicap shall play off the assigned handicap in the next three (3) tournaments that he participates, provided that the assignment of the new handicap shall be based on the NHS Handicap Index and the Course Rating of the course played as determined under Clause 3a and 3b above and this assignment shall be adjusted to the NHS Handicap Index and the Course Rating of the course to be played by the Member in the next three (3) tournaments and provided further that if the Tournament club handicap is lower than the assigned handicap, he shall play off the lower handicap.

6. The Tournament Committee may assign a handicap at its discretion to any member who returned an exceptionally low score.

Bye-Law No.  5

COMPETITION GENERAL RULES

1.  Entries accepted  - First-Come-First-Served basis.
2.  Competitors’ latest NHS Handicap Index or his Assignment Handicap which ever is lower will be applicable for each competition.
3.  In the event of a tie for any prize, the Society’s count-back system shall apply. The tie shall be decided by a count-back over the last 18 holes, the last 9 holes, last 6 holes, last 3 holes and finally the 18th hole and handicaps will be applied proportionally.  If the tie is still undecided, it shall be decided by lot.
4.  Each player or pair may win only ONE prize.
5.  Competitors are required to report to the official starter at least 10 minutes before their starting times. If a competitor is late, Rule 6-3a will apply.    
6.  All play shall be in accordance with the Rules of Golf as approved by The Royal & Ancient Golf of St. Andrews, and the Local Rules.
7.  The attention of all competitors is drawn to Rule of Golf No. 6-7 regarding undue delay and slow play.  Penalty: two strokes.
8.  On completion of game the competitor must ensure that his score card is duly signed and returned to the official scorer within 10 minutes after the game.
9.  The Tournament Committee shall appoint a Rules & Decisions Committee whose decisions in all matters affecting play shall be final.
10.  In the event of circumstances which make the playing impractical the Committee shall have the right to cancel the remaining holes at its discretion.
11.  Prize presentation will be held after the competition.  Prize winners who do not turn up at the Prize presentation Ceremony without leave of the Tournament Committee may have their prizes forfeited.
12.   The Tournament Committee reserve the right:
(a)   to restrict the number of competitors,
(b)   to cancel a tournament when the number of competitors is less than 40.

Bye-Law No.  6

DRESS CODE

The proper attire for golfers shall be the dress code of the Club concerned or as designated by the Society.

Dress /Footwear    

1.  Sports shirt with collar / mock turtleneck and sleeves (tucked in).

2.  Tee-Shirts without collars, short pants and slippers are not allowed in the Dining Hall for the prize giving ceremony. 

 

SGSM ANNUAL CHAMPIONSHIP

Rules of Competition

1.  Eligibility
The Championship is played on Gross, Nett and Stableford. It is open to all active members of the Society with a valid NHS handicap of maximum 18. Those with handicap 19 to 24 are allowed to participate in the Gross and Nett events provided they play to handicap 18. Members with handicap 19 to 36 can enter to play in the Stableford event.

2.  Mode of Play
The Championship will be on Stroke Play over two rounds of 18 holes using the BLUE tee boxes. The Stableford Event will be on points over two rounds of 18 holes using the WHITE tee boxes.

3.  Prizes
Depending on the number of participants prizes will be awarded as follows:
a)  Overall Gross - 36 holes (Diamond Jubilee Trophy & Green Jacket) and winners.
b)  Overall Nett - 36 holes (Golden Jubilee Trophy) and winners.
c)  Overall Stableford - 36 hole and winners.

4.   Members are subject to Assignment Handicap Bye-Law No.4.

 

ANNIVERSARY TROPHY GOLF TOURNAMENT

Rules of Competition

1.  Eligibility
The Championship is open to all active members of the Society with a valid USGA handicap of maximum 36.

2.  Mode of Play
Stroke Play and Stableford Play over two (2) rounds of 18 holes.

3.  Prizes
Depending on the number of participants prizes will be awarded as follows:

a)  Overall Nett - 36 holes Champion (Anniversary Trophy & Replica) and winners.
b)  Overall Gross - 36 holes Champion (Tan Sri Sallehuddin Trophy & Replica) and winners.
c)  Overall Nett - 36 holes Champion (Y.L. Trophy & Replica) for 70 years & above and winners.
d)  Overall Nett - 36 holes Champion for 75 years & above and winners.
e)  Overall Nett - 36 holes for 80 years & above.
f)   Overall Stableford winners broken up into the following age groups:
i) 55 to 59     iv) 70 to 74
ii) 60 to 64     v) 75 and above
iii) 65 to 69

4.  If in any age group there are fewer than four participants at the start of the tournament, that will be cancelled and the participants shall be included in the next lower age group.

5.  The number of prizes for each age group will depend on the number of participants.

6.  Members are subject to Assignment Handicap Bye-Law No.4.

 

PIALA MAJLIS ’97 (Council’97 Trophy)

Rules of Competition

1.  Eligibility
The Championship is played on Gross, Nett and Stableford. It is open to all active members of the Society with a valid NHS handicap of maximum 24. However, those with handicap 25 to 36 are allowed to participate in the Gross and Nett events provided they play to handicap 24 or remain to play in the Stableford event.

2.  Mode of Play
Stroke Play and Stableford Play over two rounds of 18 holes.

3.  Prizes
Depending on the number of participants prizes will be awarded as follows:
a)  Overall Nett - 36 holes Champion (Council‘97 Trophy and Replica) and winners.
b)  Overall Gross - 36 holes Champion and winners
c)  Overall Stableford - 36 holes winners broken up into age groups as follows:
i) 55 to 59        iv) 70 to 74    
ii) 60 to 64        v) 75 and above
iii) 65 to 69

Notes:
i)  If in any age group there are fewer than four participants at the start of the tournament, that group will be cancelled and the participants shall be included in the next lower age group.
ii)  The number of prizes for each age group will bepend on the number of participants.

REGIONAL CHAMPIONSHIP

Rules of Competition

1.  Eligibility
The Championship is played on Gross, Nett and Stableford. It is open to all active members of the Society with a valid NHS handicap of maximum 24. However, those with handicap 25 to 36 are allowed to participate in the Gross and Nett events provided they play to handicap 24 or remain to play in the Stableford event.

2.  Mode of Play
Stroke Play and Stableford Play over two rounds of 18 holes.

3.  Prizes
Depending on the number of participants prizes will be awarded as follows:
a)  Overall Gross - 36 holes and winners.
b)  Overall Nett - 36 holes and winners.
c)  Overall Stableford - 36 holes broken up into age groups as follows:       
i) 55 to 59        iv) 70 to 74
ii) 60 to 64        v) 75 and above
iii) 65 to 69   

Notes:
i)  If in any age group there are fewer than four participants at the start of the tournament, that group will be cancelled and the participants shall be included in the next lower age group.
ii)  The number of prizes for each age group will bepend on the number of participants.

PRESIDENT’S TROPHY

Rules of Competition

1.  Eligibility
The Championship is played on Gross, Nett and Stableford. It is open to all active members of the Society with a valid NHS handicap of maximum 24. However, those with handicap 25 to 36 are allowed to participate in the Gross and Nett events provided they play to handicap 24 or remain to play in the Stableford event.

2.  Mode of Play
Stroke Play and Stableford Play over two rounds of 18 holes.

3.  Prizes
Depending on the number of participants prizes will be awarded as follows:
a)  Overall Nett - 36 holes Champion (President’s Trophy and Replica) and winners.
b)  Overall Gross - 36 holes Champion and winners.
c)  Overall Stableford - 36 holes broken up into age groups as follows:
i) 55 to 59        iv) 70 to 74
ii) 60 to 64        v) 75 and above
iii) 65 to 69   

Notes:
i)  If in any age group there are fewer than four participants at the start of the tournament, that group will be cancelled and the participants shall be included in the next lower age group.
ii) The number of prizes for each age group will bepend on the number of participants.

SUPER SENIORS GOLF COMPETITION
(For Members of 65 years and Over)

Rules of Competition

1.  Eligibility
The Competition is open to all active members of the Society who are 65 years and over on the competition day and hold a valid NHS handicap of not exceeding 36.

2.  Mode of Play
Stableford Play over 18 holes. The game has a special feature where two competitions will be played in one.
a)  For all participants, aged 65 years and over for the Tan Sri Sallehuddin Mohamed Trophy.
b)  For participants, aged 70 years and over for the Tun Syed Ahmad Syed Shahabuddin Trophy at an additional fee which will qualify them to participate and win prizes in both categories. Participants who are 70 years and over who do not contribute to the additional fee may only compete in 2a.

3.  Prizes
Depending on the number of participants prizes will be awarded to top best finishers in each age group.

4.  Members are subject to Assignment Handicap Bye-Law No.4.


INTER-STATE TEAM CHAMPIONSHIP

Rules of Competition

1.  Eligibility
a)  The championship is open to all active members of the Society with a valid NHS handicap of maximum 24. Those with handicaps of 25 or more may be selected provided they play to handicap 24.
b)  Each State is allowed to enter one (1) Gross team and one (1) Nett team comprising four (4) players each who must be born the state of resident of the state.
c)  The respective State Representative shall submit their team lists to the Secretariat on or before the closing date. If the State has no State Representative, then the President shall select the team.

2.  Mode of Play
a)  The Championship shall be played over two (2) rounds of 18 holes of STROKE PLAY.
b)  All players shall hole out every hole, failing which Disqualification Rules applies.
c)  The team score shall be the aggregate of the three best scores (gross and nett) of each day.
d)  As for the individual winners in the gross and nett competitions, the player returning the best gross and nett scores over 36 holes will be decided the winners respectively.

3.  Prizes
a)  Nett
i)  Winner and Champion for the Sultan Mahmud Trophy (golden trophy) – the team returning the best aggregate score over 36 holes.
ii)   Runner up.
b)  Gross
i)  Winner and Champion for the Sultan Mahmud Trophy (silver trophy) – the team returning the best aggregate score over 36 holes.
ii)  Runner up.

c)  Best individual Nett score

d)  Best individual Gross score

The Tournament Committee may consider reducing the number of prizes as listed above or give additional prizes as deemed necessary based on the number of participants.

4.  Count-back System
a)  In the event of a tie, the last day’s score of the fourth player of the team’s tying will be counted and the team with the lowest aggregate score will be the winner.
b)  In the event of a tie still not solved, the Society’s count-back system will be used on the last day’s score of the fourth player to decide the winners.

5.  Members are subject to Assignment Handicap Bye-Law No.4.


MERDEKA TOURNAMENT

Rules of Competition

1.  Eligibility
The Tournament is played on Gross, Nett and Stableford. It is open to all active members of the Society with a valid NHS handicap of maximum 24. However, those with handicap 25 to 36 are allowed to participate in the Gross and Nett events provided they play to handicap 24 or remain to play in the Stableford event.

2.  Mode of Play
Stroke Play and Stableford Play over two rounds of 18 holes.

3.  Prize
Depending on the number of participants prizes will be awarded as follows:
a)  Overall Gross 18 holes winners.
b)  Overall Net 18 holes winners.
c)  Overall Stableford Points 18 holes winners.

4.  Members are subject to Assignment Handicap Bye-Law No.4.
